Applying for humanitarian and compassionate (H&C) consideration is an exceptional measure – not simply another means of applying for permanent residence in Canada.
You can apply for permanent residence from within Canada on humanitarian and compassionate (H&C) grounds if:
- You are a foreign citizen currently living in Canada;
- You need an exemption from one or more requirements of the Immigration Act and Regulations (IRPA and IRPR) to apply for permanent residence in Canada;
